My friend said it seems to be a reducer that goes from the fire hydrant to a 3 inch for the fire hose. There is an extra long coupling that seems to be approximately 5 1/2 to 6 inches, that then goes down to fit into the four-inch one. Please look at the pictures carefully, as that is part of the discription.
